Karnataka NEET PG state counselling

KEA runs one online counselling for state-quota government seats and private, NRI and other seats in Karnataka, using your NEET PG rank. The usual mistake is treating option entry casually: one priority list, entered once, carries through every round.

How many government seats the state fills

No state publishes this number, so here is how it is built. NMC’s register records the sanctioned PG intake of each government college; MCC’s results record how many of those seats went through the All India Quota. What is left is the state quota — what KEA itself allots.

A derived figure. It covers the government colleges NMC’s register could be matched to, so the true state quota is a little larger. Private and deemed colleges are not in it; their seats are counselled under the state’s private, management and NRI rules described below.

Who can apply

  • Government (G) seats: Indian citizens who did MBBS in Karnataka (clause a/b), or did 10 years of schooling in Karnataka and MBBS elsewhere (clause c). Clauses d to g cover AIS, central-employee, MP and defence wards.
  • Private GMP seats need Karnataka eligibility (clause b/c). Private OPN seats are open to any Indian citizen with a recognised MBBS.
  • NRI seats are for NRI, NRI-ward, PIO, OCI and foreign-national candidates. Other (Q) seats are open to all NEET PG qualifiers except NRI, PIO, OCI and foreign nationals.
  • SC/ST/OBC qualifying relaxations and reservation apply only to Karnataka candidates. Non-Karnataka candidates must reach the General (50th percentile) qualifying mark.
  • The 2025 bulletin we read still lists the 10-year Karnataka schooling route (clause c) for government seats. We found no KEA statement on how it applied Tanvi Behl v. Shrey Goel (2025).

Government seats (G)50% of seats in government colleges (the other 50% go to All India Quota through MCC), 33% in private non-minority colleges, 20% in minority colleges and 40% in private-university colleges.
Private seats (P) in KPCF colleges42% of seats. Half are GMP (Karnataka-eligible candidates) and half are OPN (any Indian citizen, on NEET PG merit).
Private seats in minority colleges (KRLMPCA, AMPCK)55% of seats. 66% of these go to the relevant religious or linguistic minority; the remaining 34% are split equally between GMP and OPN.
NRI seats (N)15% of seats in KPCF, KRLMPCA and AMPCK colleges and in private universities.
Other seats (Q)10% of seats in KPCF, KRLMPCA and AMPCK colleges and 5% in private universities.

Reservation, service and fees

Reservation
Seats are reserved for Karnataka candidates under Category-1, 2A, 2B, 3A, 3B, SC and ST, plus Kalyana Karnataka (Article 371(j)) and PwD quotas. The 2025 bulletin does not list the percentages.
In-service candidates
In-service candidates were counselled in separate rounds in 2025, and subject restrictions apply. They sign a bond to serve the government for at least ten years. The detailed rules come from the Government and DME, not from the bulletin.
Service bond
All PG admits owe one year of compulsory government service. Government-seat holders, including AIQ, also undertake three years' service: penalty Rs 50 lakh (degree) or Rs 25 lakh (diploma). Leaving mid-course: Rs 10 lakh (degree), Rs 4 lakh (diploma).
Fees
Provisional 2025-26 annual fees, government colleges: Rs 1,23,400 clinical, Rs 68,400 para-clinical, Rs 40,900 pre-clinical. At Kempegowda Institute, Bangalore, a clinical course costs Rs 7,83,108 (government seat) or Rs 13,87,994 (private seat).

How the process runs

  1. Register online at the KEA PG medical portal with your NEET PG roll number and pay the fee: Rs 750 (SC/ST/Cat-1/PwD), Rs 1,500 (other Karnataka), Rs 4,000 (non-Karnataka), Rs 7,000 (NRI/OCI/PIO/foreign).
  2. Book a slot and attend offline document verification at KEA, Malleswaram, if you claim clause b to g or z. Clause a and y candidates are exempt unless they claim NRI-ward or minority status.
  3. Check the provisional verified list and seat matrix, then enter college and course options in priority order. KEA publishes mock allotments before the real one.
  4. Round 1: after the result, choose Choice 1 (accept and join), 2 (keep the seat and try to upgrade), 3 (surrender it and stay in) or 4 (quit). Choose one, or you lose the seat.
  5. Round 2, then mop-up and stray-vacancy rounds, run as seats come up. Pay the fee online, download the admission order and report to the college by the deadline.

Keep ready: Printout of the KEA online application; NEET PG admit card and score card; Photo ID and address proof; SSLC/10th and 2nd PUC/12th marks cards; MBBS marks cards for all phases, degree or provisional certificate, internship completion certificate; Medical council registration certificate (permanent, unless you passed MBBS in 2025); Study certificate countersigned by the BEO/DDPI (10-year Karnataka study claims); Caste/income certificate from the Tahsildar, and 371(j) certificate if claimed; Undertaking on Rs 20 e-stamp paper; rural-service and three-year service bonds at admission.

What costs candidates seats here

You enter options once, and that priority list carries into every round. Leave out a college you would not join: if it is allotted in Round 2, you must take it.
After Round 1 you must pick Choice 1, 2, 3 or 4 by the deadline. Missing it cancels the seat and takes you out of later rounds.
Getting a clinical seat in Round 2 and not joining costs Rs 1.5 lakh (degree) and bars you from later rounds. Surrendering after mop-up costs Rs 18 lakh.
KEA will not verify laminated marks cards. Candidates who bring them are dropped from seat allotment.
Reservation and qualifying relaxations apply only to Karnataka candidates. A non-Karnataka SC/ST/OBC candidate competes as General.

Each college’s sanctioned PG intake, the share the All India Quota took, and what that leaves the state. The last column is the most competitive All India Quota Open closing rank in the college — a measure of how sought-after it is nationally, not a state cutoff.

Who conducts NEET PG state counselling in Karnataka?

Karnataka Examinations Authority (KEA), Bengaluru, for the Directorate of Medical Education, Government of Karnataka runs the state quota counselling for MD, MS and diploma seats, on cetonline.karnataka.gov.in/kea/pgetmed2025. All India Quota seats in the same colleges are counselled separately by MCC.

How many government state quota PG seats are there in Karnataka?

About 1,047 across 25 government colleges. NMC records 2,074 sanctioned PG seats in them, and MCC allotted 1,048 through the All India Quota in 2025; the rest is the state quota. KEA does not publish this figure itself.
