WBMCC runs three rounds plus an online stray round, with mandatory physical document verification before choice filling. Missing the verification slot, or lacking a WB-issued caste or domicile document, commonly costs a round.

How many government seats the state fills

No state publishes this number, so here is how it is built. NMC’s register records the sanctioned PG intake of each government college; MCC’s results record how many of those seats went through the All India Quota. What is left is the state quota — what WBMCC itself allots.

A derived figure. It covers the government colleges NMC’s register could be matched to, so the true state quota is a little larger. Private and deemed colleges are not in it; their seats are counselled under the state’s private, management and NRI rules described below.

Who can apply

  • State quota (Open category): MBBS passed from West Bengal, or permanent residence in West Bengal backed by a domicile certificate in the prescribed format.
  • Private management quota: any Indian national who qualified NEET PG 2025, regardless of MBBS state; no category reservation.
  • NRI quota: NRI, PIO or OCI candidates under MCC criteria; choosing NRI rules out state and management quota.
  • In-service category: WBHS/WBMES/WBPHAS doctors with 3+ years of regular service in rural, remote or difficult areas by 31-03-2025.
  • Reserved-category candidates from other states compete as Unreserved for state-quota seats.
  • The 2025 bulletin does not refer to the Tanvi Behl ruling; residence remains one route to state-quota eligibility.

Reservation, service and fees

Reservation
State quota follows the WB Higher Educational Institutions (Reservation in Admission) Act 2013: SC and ST, OBC-A 10%, OBC-B 7%, EWS for WB domiciles, and 5% for benchmark PwD. Only WB-issued certificates count.
In-service candidates
40% of state-quota degree and 50% of diploma seats for WBHS/WBMES/WBPHAS doctors with 3+ years of rural/remote/difficult service by 31-03-2025, age within 50; trainee-reserve rules apply.
Service bond
Open-category candidates serve the WB government 3 years after a degree or 2 years after a diploma, or pay a government-fixed penalty. Discontinuation costs Rs 5 lakh (degree) or Rs 2 lakh (diploma).
Fees
2025 private colleges (Fee Fixation Committee): state quota about Rs 8.5-9 lakh per year for clinical MD/MS, management quota Rs 27 lakh per year; lower non-clinical rates at IQ City and ICARE. Government-college fees not found.

How the process runs

  1. Register online on wbmcc.nic.in and pay the one-time Rs 3,000 non-refundable counselling fee; download the candidate profile letter.
  2. Attend physical document verification at the assigned college (in-service at Swasthya Bhawan) on the slot shown.
  3. Only candidates on the published verified list can fill and lock choices.
  4. After allotment, pass a second document check at the allotted college, pay fees and get admitted; state willingness for the next round.
  5. Rounds 2 and 3 allow upgrades and fresh registration; Round 3 seats cannot be surrendered.
  6. Online stray vacancy round, with no upgrades and no surrender.

What costs candidates seats here

Missing the physical document verification slot shuts you out of that round; you must pay the fee again to return.
OBC non-creamy-layer or EWS certificates issued before 01-04-2025 are not accepted; you are moved to Unreserved.
Choosing NRI candidature locks you out of state and management quota; failed NRI verification ends your counselling.
Surrendering a seat after admission removes you from all further rounds; Round 2 surrender also forfeits the admission fee.
Not reporting after a Round 3 allotment ends your participation, including the stray round.

West Bengal Medical Counselling Committee, Directorate of Medical Education, Government of West Bengal runs the state quota counselling for MD, MS and diploma seats, on wbmcc.nic.in/pg-medical-counselling. All India Quota seats in the same colleges are counselled separately by MCC.

How many government state quota PG seats are there in West Bengal?
